ZHU Mengjiao, DU Yanyong
2025, 41(3): 51-66. doi: 10.19979/j.cnki.issn10082689.2024120062
Abstract(444) HTML (302) PDF(12)
Abstract:
China and the United States are the two countries with the most patent applications in artificial intelligence (AI) field. Reasoning is the core and foundation of AI technology, and we can grasp the level of key capabilities of AI in the two countries by studying the progress of this technology. The essential fact of AI reasoning lies in simulating or recreating the procession of thinking. It programs human behavioral habits and decision-making processes, as well as the nodes and processes of events. The number of academic papers and patent applications of AI reasoning in China has exceeded that of the United States since 2021. However, judging from the patent applications and authorizations of six key companies, including Baidu, Huawei, Tencent from China, IBM, Microsoft and Google from the US, Chinese companies have not outperformed American companies. Chinese companies have been digging deep at knowledge reasoning, autonomous driving, and real-time traffic analysis. Companies from the US have obtained many patent grants in cutting-edge fields such as cognitive models, neural reasoning, architecture, power grids, and human-computer interaction. In addition to continuing to consolidate the existing advantages in automatic systems and control, voice recognition, etc., it is also necessary for Chinese companies to broaden the scope of technology research and development, make up for the shortcomings of the scope of patent technology protection and geographical layout, thus get closer to the forward-looking orientation in policy planning.
Environmental Regulation and Economic Development Quality-The Moderating Effects of Market Segmentation and Performance Assessment
WU Xueping, CHEN Duan, LIN Shuguang
2025, 41(3): 67-80. doi: 10.19979/j.cnki.issn10082689.2024010073
Abstract(164) HTML (78) PDF(5)
Abstract:
Coordinating economic development and environmental protection has always been a challenging and critical issue for governments. Based on provincial panel data in China, this paper examines the complex relationship between environmental regulation and the economic development quality through regression model, as well as the moderating effects of market segmentation and performance assessment on this relationship. The results show that environmental regulation exhibits an inverted “U-shaped” impact on the quality of economic development and its effect depends on the rationality of the environmental regulation intensity. Market segmentation, caused by local competition, has become a significant factor constraining the positive effects of environmental regulation. The scientific and reasonable performance assessment index system by the government can enhance the promoting effects of environmental regulation on the quality of economic development. Reducing pollutant emissions and improving corporate compliance are identified as critical pathways through which performance assessment fosters positive effects of environmental regulation. Therefore, to promote high-quality economic development, governments should formulate flexible environmental regulation strategies, actively advance market integration, and optimize performance assessment index system. Taking market segmentation and performance appraisal as moderating variables, this paper reveals the complexity of environmental regulatory effects and provides new perspectives for the formulation of more effective policies for coordinating environment and economy.

CHEN Yi, YE Jianping
2025, 41(3): 81-88. doi: 10.19979/j.cnki.issn10082689.2024110101
Abstract(171) HTML (94) PDF(16)
Abstract:
Housing is a key social determinant of health and plays a crucial role in the formation and persistence of health disparities. However, a unified conceptual model that systematically explains the complex relationship between housing and health is still lacking. This paper provides a comprehensive review of the latest research on the impact of housing on health from five dimensions: housing conditions, neighborhood environment, housing affordability, homeownership, and housing policy interventions. The research methodologies include both quantitative studies based on causal inference frameworks and qualitative studies such as structured interviews, offering an in-depth examination of the mechanisms through which housing affects health. Empirical findings further confirm that housing disparities are a critical factor in health inequalities and highlight the significance of housing improvements in reducing health gaps and promoting health equity. Future research should integrate various housing factors affecting health into a unified analytical framework and further explore the impact of the housing bundle on health. Additionally, advanced research methods should be incorporated, heterogeneity analyses should be strengthened, and more empirical evidence from developing countries should be included to advance this field.

The Problems and Solutions of the Functional Alienation of Pre-trial Detention-Analysis based on the theory of the criminal procedure model and empirical data
WANG Yixuan, LIU Jianhong
2025, 41(3): 89-100. doi: 10.19979/j.cnki.issn10082689.2024030019
Abstract(162) HTML (103) PDF(6)
Abstract:
The key to implementing the criminal justice policy of ‘fewer arrests, cautious detention’ lies in reducing the rate of pre-trial detention and cautiously imposing detention measures. Through the calculation of pre-trial detention rates from both domestic and international data, it is observed that, while China’s detention rate has dropped by nearly half over the past two decades, it still remains above the global average. Additionally, empirical statistics of 4 769 court judgments indicate that a small number of arrest cases do not meet the statutory arrest standards, and the system for imposing lenient punishments on those confessing to their crimes and accepting punishments has not significantly reduced the detention rate. In seeking ways to address the issues of pre-trial detention, it is crucial to deeply link the practical mechanisms of criminal justice with value system. This involves exploring how the value objectives and structural models of criminal procedure can positively guide the application of detention. In the dimension of procedural values, adherence to the criminal procedure effectiveness theory should be maintained, while in the dimension of procedural mechanisms, judicial review and supervision model should be introduced to release the effectiveness of the policy of fewer arrests and cautious detention, so as to enhance the legitimacy and restraint of pre-trial detention.
From “Fragmentation” to “Integrity”: How is the comprehensive administrative law enforcement reform in development zones feasible?-Qualitative analysis based on X Development Zone in Zhejiang Province
LI Yanzhong, HAN Xishuo
2025, 41(3): 101-110. doi: 10.19979/j.cnki.issn10082689.2024020011
Abstract(188) HTML (143) PDF(20)
Abstract:
The comprehensive reform of administrative law enforcement is an important part of deepening the reform of the administrative management system and promoting the innovation of the administrative law enforcement system and mechanism. At present, the comprehensive administrative law enforcement reform of the development zone is still in the stage of extensive exploration, and the depth and breadth of relevant theoretical research are far from enough. Based on the holistic governance theory, this paper constructs a five-dimensional analysis framework of “subject-technology-structure-process-space”, and analyzes the problems of subject dilemma, technical barriers, structural barriers, process bottleneck and spatial heterogeneity in comprehensive administrative law enforcement in development zones. Through qualitative analysis of typical cases of X Development Zone in Zhejiang Province, To explore how comprehensive administrative law enforcement can achieve overall reform. The research finds that X Development Zone in Zhejiang Province gets rid of the main body dilemma through “concept evolution” and “ability support”, breaks down technical barriers through “data integration” and “platform thinking”, breaks through structural barriers through “clear rights and responsibilities” and “decentralization and empowerment”, and breaks through process bottlenecks through “standard law enforcement” and “strong supervision”. Through “joint operations” and “integration and symbiosis” to solve the problem of spatial heterogeneity, the five-in-one holistic governance paradigm of “subject-technology-structure-process-space” has been formed, and the high-quality development of comprehensive administrative law enforcement has been promoted.

2025, 41(3): 111-118. doi: 10.19979/j.cnki.issn10082689.2024100125
Abstract(773) HTML (96) PDF(7)
Abstract:
In the process of leading the socialist revolution and construction in Russia, Lenin engaged in profound theoretical reflection and practical exploration concerning the political ecology of Russian proletarian party, and formed an important thought on purifying the intra-party political ecology. Lenin emphasized that achieving this goal, criticism and self-criticism must be carried out, and the political life within the party must be taken seriously; implement extremely strict iron discipline and consciously strengthen discipline cultivation and discipline awareness; adhere to the political standards for selecting and employing people, pay attention to improving the quality of party members and strengthening political experience; actively transform Russia’s old political culture and build an intra-party political culture with socialist nature. A thorough exploration of the essence of Lenin’s thought on purifying the intra-party political ecology will help us to seek the theoretical basis for purifying the intra-party political ecology from Lenin, which is of great theoretical value and practical significance for the Communist Party of China to maintain a clean and upright political ecology in the new era, solve the unique problems of the big party and build a long-term ruling Marxist political party.

2025, 41(3): 129-136. doi: 10.19979/j.cnki.issn10082689.2024080099
Abstract(804) HTML (121) PDF(5)
Abstract:
Anarchism, a consistently hostile ideology of Marxism-Leninism, had a tremendously negative impact on the revolutionary movement in Russia in the 20th century. Lenin’s attitude towards anarchism was an irreconcilable struggle, and he strictly criticized Russian anarchism from three aspects: the subject of revolution, the means of revolution and the purpose of revolution. Lenin believed that the proletariat was the predominant force in the revolution, but it was important to focus on developing active cooperation with the peasantry; political and economic means were both weapons in the struggle for the victory of the revolution, and they could not be neglected; the state was naturally extinct, and it was the bourgeois state that was to be eliminated. In the face of the new trends and characteristics of anarchism since World War II, especially in the 21st century, rethinking Lenin's criticism of Russian anarchist thought has important enlightenment for inheriting Lenin’s struggle spirit and method, exposing and criticizing this erroneous thinking, and building socialist ideology.
