Abstract:
Attaching importance to propaganda work is the fine tradition and prominent advantage of the Communist Party of China. In order to promote the building of the Party and the Red Army, unite the people to “fight against Japan and Chiang Kai shek”, and spread the image of the Party to the outside world, the Communist Party of China carried out extensive propaganda work during the Long March, with the theme of Marxist theoretical system, revolutionary thought with Chinese characteristics, the Party’s line, principles and policies, and major events within the Party and the military, setting up the propaganda network, distinguishing different objects, adopting a comprehensive mode, and building a multi field to comprehensively promote the propaganda work, achieving good pcblicity results. The propaganda work of the Communist Party of China during the Long March always adhered to the leadership of the Party, implemented the mass line, served practical needs, and innovated working methods, providing a historical mirror for the Party’s propaganda work in the new era.

Abstract:
“Upholding the Party’s cultural leadership” is a major symbolic political discourse put forward by the Communist Party of China on the basis of profoundly summarizing the historical experience of cultural construction and an insight into the general trend of the development of the times. The construction of cultural leadership of the Communist Party of China originates from the regulation of the guiding position of Marxism in the ideological field, and is rooted in the historical legitimacy and value cohesion conferred by traditional culture, leading the direction of Chinese civilization from tradition to modernity. From the perspective of treating traditional culture, this paper reviews the evolution process of the Communist Party of China in seizing, establishing, consolidating and strengthening cultural leadership at different historical stages, perceives the internal rationale reflected in the Party’s construction of cultural leadership, and comprehensively grasp the consistent cultural leadership construction system including the leadership subject, leadership object, leadership content, leadership goal and guarantee force, so as to transform this major political advantage into the maximum and optimal efficiency for promoting the modernization of the cultural governance system and governance capacity, and lead the historical process of Chinese civilization moving towards modernization and the great rejuvenation of the Chinese nation. It is undoubtedly of great theoretical and practical significance to summarize the historical experience from the Party's more than 100-year process of promoting the construction of cultural leadership, to undertake a new cultural mission for the new era and new journey, to better build the main position, consolidate the subjectivity, sing the main theme, cultivate the main force, continuously consolidate and strengthen the Party’s cultural leadership and continuously activate the vitality of traditional culture.

Abstract:
Scientific and technological innovation is a key support for enhancing social productivity and national comprehensive strength. Since the 18th National Congress of the Communist Party of China, Xi Jinping has attached great importance to scientific and technological innovation, proposing a series of new ideas, viewpoints, and initiatives, which have formed a theoretical system that is profound in content and rigorous in structure. This system encompasses three major frameworks across nine aspects. Firstly, the motivational framework for scientific and technological innovation includes two aspects: the situation China faces in scientific and technological innovation and the role of scientific and technological innovation, explaining why it is necessary to advance scientific and technological innovation. Secondly, the strategic framework for scientific and technological innovation covers five aspects: the concepts, principles, goals, directions, and strategic systems of scientific and technological innovation, clarifying what kind of scientific and technological innovation should be pursued. Lastly, the framework of measures for scientific and technological innovation includes two aspects: the support and guarantee systems for promoting scientific and technological innovation, addressing how to advance scientific and technological innovation.

Abstract:
The core essence of the “Great Ideological and Political Course” in universities in the new era is reflected in the overall upgrading of course perspectives, course content, course resources, and course teams. The “great” of the “Great Ideological and Political Courses” in universities in the new era requires not only to “face the big pattern of social life” at a curriculum perspective that is oriented towards the overall social life, but also a “large classroom based on theoretical interpretation” from the curriculum content. Moreover, at the level of curriculum resources, it is necessary to “build a large platform for diverse collaboration”, and at the level of curriculum teams, it is necessary to “create a master of social linkage”. Abstract:
The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed that further comprehensively deepening reform is the overall planning and deployment to advance the construction of Chinese modernization in a new era and a new journey. The ‘six adherences’ are the major principles that must be implemented to further comprehensively deepening reform, condensed the scientific summary of the historical experience of reform and opening up, and systematically answered the major theoretical and practical questions of‘what to change’ and ‘how to change’, which is of great importance for the profoundly understanding the comprehensively deepening reform ‘closely related to the theme of promoting Chinese modernization’. Taking the people’s position as the guide, starting from the actual situation and achieving‘three more emphases’ constitute the three major ideological methods for further comprehensively deepening reform, highlighting the people-oriented nature of the modernization direction, the practicality of the modernization path, and the scientific nature of modernization construction. Abstract:
The traditional Chinese medicine (TCM) culture in upholding fundamental principles and breaking new ground is to uphold fundamental principles of its essence and the law of development, and break new ground of its vitality and better efficacy. The “Six adherences” of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era provides important theoretical guidance and practical direction for responding to the times, achieving breakthroughs, and promoting the innovative development of TCM while upholding its traditional principles. Specifically, the worldview of TCM culture in upholding fundamental principles and breaking new ground is mainly the historical view of TCM created by the people, the systematic view of universal connection, and the worldview that all people and things are interrelated. It’s values are mainly to adhere to the supremacy of the people and protect the people’s health, to inherit and develop TCM culture with self-confidence and self-reliance, and to maintain a global vision to promote building a community of health for mankind. Its methodological principles are mostly that we must maintain self-confidence and self-reliance to establish our own quality standard and independent development plans, adopt a problem-oriented approach to solve various problems restricting TCM culture in upholding fundamental principles and breaking new ground, and also apply systems concept to formulate development strategies, reform the governance system, excavate the unique advantages of TCM in diagnosis and treatment, so as to create a new situation of development.

Abstract:
The Mohist scientific and technological thought embodies a rigorous and pragmatic methodology, a scientific commitment to promoting welfare and eliminating harm, and a “trinity” of scientific norms, standing out among the pre-Qin philosophies for its distinctive scientific character. The Mohist not only elevated ancient China to a world-leading position in science and technology, but also pioneered a possible developmental path for Chinese nation to modern science. After the Qin Dynasty, Mohism declined from prominence, surviving covertly among the populace for two millennia. Despite the stagnation of ancient China’s scientific progress, it preserved a precious cultural spark of technological wisdom. In modern times, amid the struggle for national survival, Mohism re-emerged, providing psychological identity for the spread of Western learning, injecting advanced ideas to address societal ills, and shaping a scientific spirit for technological development. It served as a bridge connecting Western science and technology and successfully facilitated the introduction of Marxism. In the new era, Mohism rooted in the nation’s cultural heritage, provides profound historical legitimacy for cultural confidence, nurtures ethical standards in science and technology, and envisions a harmonious integration of technology. It has become a powerful cultural force driving scientific self-reliance and strengthening China’s ambition to emerge as a global leader in science and technology.

Abstract:
The dilemma of imbalance in technological ecology is manifested in two aspects: first, from the perspective of diachronic evolution, there is an imbalance between traditional technologies and emerging technologies. Second, from the perspective of synchronic structure, there is a synergy deviation between emerging technologies and the social environment in the external technological ecology, and there is a polarized development between basic research and applied research in the internal technological ecology. Multiple factors at different aspects interact and influence each other, ultimately resulting in an imbalance in the overall relationship of the technological ecology. By analyzing the contradictory relationships in the technological ecology, we can more clearly reveal the dilemma mechanism in the current technology development model, and then take targeted measures to promote the construction of a coordinated and sustainable technological ecology.

Abstract:
The principle of unity of law and order has sufficient theoretical and legal basis, which not only binds legislators, but also applies to judges or interpreters. The principle of unity of law and order cannot provide support for the appeal of conceptual consistency, nor can it effectively coordinate the evaluation of “legality” or “illegality”. The unity pursued by this principle is negative, and it does not play a positive role in the interrelationship between two specific norms, but strives to maintain the diversity of evaluation differences without departing from the overall value goal. The so-called non-contradiction should be a permissible subsumption result, allowing for the existence of “harmony without difference”. The principle of unity of law and order cannot be simply understood as a system interpretation or a purpose interpretation. As a systematic way of thinking, the minimum requirement of this principle lies in the coherence of good values, that is, the unity of value judgments based on the exchange of good values under the same constitutional order. This principle is not directly related to the issue of subordination in criminal law, and its main value lies in limiting the conclusion of illegality judgment. If a certain behavior is actively advocated by other norms and can be evaluated as conforming to the good value, then criminal law cannot negatively evaluate it.

Abstract:
The European Union’s “Artificial Intelligence Act” (hereinafter referred to as the “Artificial Intelligence Act” or “this Act”) serves as the world’s first technological law that conducts comprehensive supervision of the risks of artificial intelligence. It offers novel ideas for global artificial intelligence legislation, emerging as a pioneering norm in the global legal supervision of artificial intelligence and presenting reference significance. The underlying regulatory logic of the “Artificial Intelligence Act” lies in the systematic regulation of technological risks, that is, with risk supervision as the core approach, after making a comprehensive judgment by considering factors such as the concept of risk, risk levels, and assessment difficulty, extensive intervention is carried out from aspects such as the development direction of artificial intelligence systems, prohibitive principles, the framework of rights and obligations, and damage remedy measures. For other countries, it is imperative to summarize and appropriately draw upon the legislative experience of the “Artificial Intelligence Act” and advance the progress of risk regulation of artificial intelligence systems. Chinese legislative workers can, on the basis of sorting out and summarizing the systematic legislative experience in the field of artificial intelligence governance of the European Union, conduct targeted innovation and comprehensive adaptation to China’s artificial intelligence legislation, and establish a comprehensive risk evaluation standard for artificial intelligence, consolidate rights and obligations in the artificial intelligence value chain, and promote the governance of artificial intelligence in China towards the direction of forward-looking risk, detailed responsibility, and clear regulation.

Abstract:
Since the founding of the People’s Republic of China, the governance of bribery in private enterprises has gone through a lenient approach in the planned economy era, severe punishment during the construction of a socialist market economic system, and a governance model of both leniency and severity after entering the new era, which is in fact, this changing trend is in line with China’s economic transition. The development process is closely linked. From the perspective of law and economics analysis, factors such as long-term negative externality policy orientation, rational economic man’s profit-seeking choices, and poor connection of intervention mechanisms under public choice theory will all make it easier for private economies to exploit institutional loopholes to pay bribes to obtain business benefits. Therefore, to optimize and improve the bribery governance model of China’s private enterprises, we need to focus on the shortcomings of the current governance model in governance policies, crime and punishment systems, and institutional connection, and transform into a comprehensive governance framework that combines points and aspects. With a complex crime and punishment system that combines pre-punishment and coordination, we will formulate industry integrity behavior norms for comprehensive governance and help eradicate the conditions that breed bribery.

Abstract:
Network information law enforcement and its effectiveness are related to the legalization and standardization of network information governance. In the field of data security, network information law enforcement has shown an overall trend of continuous expansion of the field of law enforcement, increasingly clear scope of law enforcement, and gradual strengthening of law enforcement. However, in practice, there are still many difficulties in network information law enforcement at both the entitative and procedural levels. At the entity level, the risks of determining the legitimacy of electronic evidence, the risk of data leakage, the idling of the administrative law enforcement supervision system, and the operation risk of the legal review system are prominently manifested. Procedural risks are mainly reflected in the ambiguity of case jurisdiction, the poor operation of cross-departmental investigation and assistance in evidence collection, the low credibility of the non-judicial appraisal scope inspection (testing), and the unclear application of the rapid handling mechanism for admitting mistakes and accepting punishment. Network information department should follow the thinking of “system improvement, technology empowerment, and mechanism innovation”, and continue to improve the rule system, coordination mechanisms, and supporting procedures in the field of law enforcement, with the deepening of law enforcement reform and the improvement of law enforcement efficiency as the traction, so as to contribute to Chinese modernization with the high-quality development of the network information industry.

Abstract:
The flexibility of generative artificial intelligence represented by ChatGPT in cross-modal creation and the possibility of deep forgery have produced challenges and impacts on the traditional protection mechanism of personal rights and interests of heroes and martyrs, which need to be handled. In terms of the protection concept, the socialist core values should be fundamentally followed, and the requirements of truthfulness and credibility, sensitive labeling, and clear rights and responsibilities should be implemented from the three aspects of data collection channels, data labeling rules, and technical service agreements. In terms of protection framework, the subject of rights and interests should be reasonably defined, based on the dimension of life, the purpose of attribution, and the indication of groups, and different legal provisions should be applied according to the dual feature of personal rights and interests of heroes and martyrs and the classification of different rights and interests. In terms of protection approaches, the scope of application should be defined according to the attributes of rights and interests, the responsibility standards should be defined according to the types of rights and interests, and the responsibility mode should be defined according to the responsible subjects.
Gender Division of Labor and Intergenerational Support: the Shaping of New Fatherhood Practices by Family Relations

Abstract:
New fatherhood is an emerging and important research field in China, and this paper examines the practice of new fatherhood in a family network consisting of couples and generations, using data from the China Family Panel Studies 2020 (CFPS2020) in light of the local characteristics of Chinese family relationships. It was found that, from a gender division of labor perspective, maternal employment increased fathers' relative time spent on childcare and the likelihood that fathers become the primary caregiver for children at night; from an intergenerational support perspective, grandparental assistance in childcare led to a decreasing trend in the relative and absolute time of paternal childcare, and fathers' likelihood of being the primary caregiver for children at night. Based on these, this paper argues that fatherhood is not only a reflexive practice based on individual membership, but also the result of a complex interplay of gender norms, intergenerational relationships, which reflects the family-oriented relational characteristics of Chinese fatherhood practices.
The “Post Truth” Dissemination of Online Public Opinion and Its Closed Loop Guidance-Based on the Neglected Long Tail Period

Abstract:
Online public opinion guidance is the top priority of the Party’s public opinion work. In hot events, the public opinion subjects are easily influenced by emotions and feelings, showing the symptoms of “post-truth” communication. Specifically, it is manifested as: the generalization of communication nodes leads to the privatization and fragmentation of truth interpretation; digital communication technology empowers the public to have an “unmediated” experience of truth; the instant stimulation of massive information easily erodes the public’s patience to restore the truth; social media hype about the truth feeds the public’s thirst for information. Online public opinion guidance not only needs to conduct pre-event early warning and judgment, and mid-event linkage and guidance, but also needs to carry out closed-loop guidance in the long tail period to prevent the accumulation and overflow of negative emotions in the “post-truth” communication, and to clean up moral biases and quickly restore damaged credibility. To achieve closed-loop guidance, the public opinion guidance subjects need to establish the concept of closed-loop guidance, implement the news practice requirements of full-process reporting, create and push historical files and public opinion briefs of major public opinion events, and at the same time focus on cultivating and improving the public’s media literacy to resist “post-truth”.
